The problem now is only starcraft 2. I have the same problems since 2 days ago and cant update SC2. I just delete Starcraft II files in my documents.

And the game can be launched once finally. Thanks to the forum and Spartsou for solutions. Deleting the Starcraft II folder in Documents fixed it for me too. It gets re-built when the update actually runs properly.

No need to reinstall SC2 or Windows.
